i do believe harry reid is going to bring comprehensive gun bill to the floor. maybe in different pieces. it may be one package. that will be his decision. i do believe something is going to pass in a bipartisan way out of the senate. you saw politico reporting there was a bipartisan group, republicans and democrats from rural and urban states who are working on a comprehensive package on a background checks. i thinkure going to see something get through the senate, and then i think you will have house republicans -- not the majority of them. some number. 20, 30, 40. who will be feeling intense pressure from their districts on this issue. they are going to go to their speaker and their leadership and say, look, if we don't get a volt on this issue, i will not be back, and if i'm not back, you will not be speaker. so we may not need 150 or 170 republicans to vote for this. where he we may not even need 100, but i need you, mr. speaker, to at least allow a vote on the bipartisan bill that has come out of the senate, or i won't be here and you won't be here. >> doe

hadn't been a budget since the 2nd of april 2009, since harry reid wouldn't put one on the floor you. can't blame the republicans for this. democrats own two pieces of three that make government work. the republicans happen consistently passed budgets, attempted to put things before the president and before the senate. harry reid won't bring it up and the president has time to do is go out and blame republicans for what's wrong this. may happen. it will hurt a lot of people. about it doesn't have to. if the president would step up and be. >> what's up on the show tomorrow? we're going to talk about cyberhacking and it's affecting a lot of people. george bush, he gate code was hacked into. this is a serious issue for america. we have a lot more, but, by the way, sissy houston, whitney's mother will be on as well. >> from benghazi to the border, a new survey showing 40% of americans consider illegal immigration a major cause of unemployment. this is the white house and a group of senators push to legalize as many as 11 million illegal immigrants. bad timing? byron says, out of touch. >>

the deal that we struck on the filibuster, we saw that harry reid and mitch mcconnell struck, is based in part, it expedites some nominations if they come from rogue individual senators or a handful, but it's based in part on a kind of gentleman's agreement that you're not going to misuse the filibuster in nominations in the same way. and if you see a filibuster of hagel in this case where there is a clear majority and more for his confirmation, and you know, think about this, we've got a sequester coming up, which could cause enormous potential damage to national security, you're going to keep the defense secretary from being in place to help to administer that. we've got a war going on. i think you'd have to, if you were in harry reid's shoes, begin to rethink what you're going to do with the rules. >> as an institutional scholar such as yourself, hearing that come from you carries a lot of weight. norm ornstein, resident scholar at the american enterprise institute, co-author of "it's even worse than it looks." thank you for being with us tonight. it's great to have your perspective

[laughter] [laughter] and the bad news is, it was in harry reid's handwriting. [laughter] listen, the message is really simple. we have to start talking to each other. we have to start problems and get rid of the ideology and you've got to be fired up to make it happen. because the partisans are fired up. the forces of division are fired up. the forces that want to pull apart and put us to categories are fired up. there has to be support for people who want to solve problems. who want to tell the truth and want to work a five-day week. who want to do the things we need to do to get the country going. it's what is on the minds of the public. i was the only candidate in the country where people had a real choice. if you stop and think about it. your choices are determined by the parties by and large. and in maine, people had a third choice. in fact, my favorite comment from the whole campaign was guy that came up to me in northern maine one day and said all my life i wanted a chance to vote for none of the above. [laughter] you're it! [laughter] [applause] but --

reid and mitch mcconnell, that's the way it's supposed to be done. a few days later we had a bipartisan proposal involving immigration. a lot of detailed work to be done, but the structure, the framework was there on 0 a bipartisan basis. so there are possibilities of bipartisanship but on the other hand, this is still a partisan situation. we have a republican house, a split democratically krold senate, democratic president, but if you do the math, chris, if you do the arithmetic, what that really means is nothing is going to happen unless there is some measure of bi-papartisansh and i certainly hope that we're going to be able to get there. >> senator, i want to quickly get you on the big story of the day which is the weather. your state, maine, looks to be in the path of this storm. you're a former governor of the state. you know what a state needs to prepare for an event like this. can you tell me, what was your biggest worry when you had a big storm headed your way when you served as governor? >> well, in fact, we had a huge storm in 1998. we ha
